Understanding the Graph

What are Cross-Sector Relationships?

Cross-sector relationships (shown in amber) indicate codes in different NAICS sectors that are semantically similar. These are important because:

  • A business activity might legitimately fit in multiple sectors
  • Classification decisions often require evaluating cross-sector alternatives
  • Similar codes in different sectors may have different regulatory implications

Example: Bakeries

A bakery business could potentially be classified in three different sectors:

  • 311811 – Retail Bakeries (Manufacturing sector 31)
  • 445291 – Baked Goods Retailers (Retail sector 44)
  • 722515 – Snack and Beverage Bars (Food Services sector 72)

The correct classification depends on the primary activity: baking on-premises vs. reselling vs. café service.
